Just removed and reinstalled Python and check the path variable is set. Entered Python.exe into a command prompt and 2.7.13 version number recognised and running. Closed and reopened, still nothing. Good old reboot and working ok. Had rebooted as part of troubleshooting before the above too! Thanks

So I think the issue moving the file was because Plex was checking the folder. Changed nzbget download folder and using videosort to rename and move after.
