If you comment out all accept-commands, nothing will be accepted. You need at least one accept-command, for example "Accept: *" to accept all remaining (non-rejected) items.

How option "ControlIP" in NZBGet is set? It should not be 127.0.0.1. If it is - change it to 0.0.0.0.
If it still doesn't work the issue is definitely in Firewall settings.

If you can access nzbget from another computer in your local network (for example from a phone), then nzbget and Windows are configured properly. Now you need to configure your router to pass requests from the Internet to your Windows PC.

Yes, you did the correct test. As you see the indexer required you to login, which nzbget can't do of course. You need to build an URL which works without login. The indexer staff should be able to help you with this.

Rss requests are simple web requests. Check if the url works in a browser. If it does - the issue is in nzbget. If it doesn't work in the browser - ask indexer for support. Maybe the URL isn't correct. In the browser use privacy (incognito) mode for these tests to ensure the browser doesn't send hid...

Android doesn't allow direct access to so card for native Linux programs. As a workaround the nzbget launcher app can move downloaded files to sd card after the downloader process has finished downloading. Check the settings of the launcher app.

Set options:
PostStrategy=sequential
ParPauseQueue=yes
UnpackPauseQueue=yes
ScriptPauseQueue=yes
DirectUnpack=no

Nzb-files which were in queue may still use old directory. Try adding a new nzb and check if it downloads into correct directory.
