Why can't I start nzbget as (non-root) user?

Why does this happen?:

nzbget.conf(837): Invalid option "RotateLog"

nzbget.conf(1112): Invalid option "ParBuffer"
nzbget.conf(1122): Invalid option "ParThreads"
nzbget.conf(1137): Invalid option "ParIgnoreExt"

I'm on an arch linux 32-bit system. Am I obligated to start it with sudo?

This always works
$ sudo -u wilberfan /usr/bin/nzbget -c /usr/local/share/nzbget/nzbget.conf -D
