Speed limit very inconsistent

While nzbGet may be averaging out to the speed limit I set, it's varying it's download speed wildly to achieve that.
I noticed almost immediately after switching from sabnzbd to nzbget that my online gaming was getting harshly impacted (higher latency, the feeling of packet loss), even at the same speed as I had set in sabnzbd (for reference, my computer is a 4770k with a 7890, so it's not a power issue).

When I watched my network performance, the story was clear. Even with the speed limit set to 2MB/s, I was seeing spikes all over the place, even repeatedly maxing out my connection at ~60Mb/s (~7.5MB/s). I even tried enabling the AccurateRate setting I found in the settings and restarting nzbGet, but while it seemed like it may have helped some, the big spikes were still there. I've provided a sample snapshot below (this is with AR enabled).

For comparison, here's sabnzbd running at the same speed of 2MB/s, where there is no noticeable in-game effect of the download.

Is there anything else I'm missing, or can try?

It's not possible to limit the speed of a connection. Only the average speed can be limited. When the next chunk must be downloaded it is downloaded at full speed.
A solution is probably to use QoS on router or some kind of windows utility which can do QoS.

How many news server connections do you use? Try lowering them down.
