Whenever I restart my server and nzbget starts it doesn’t load the history. However if I then perform a soft restart via the web UI it all appears.
All the nzbget files are on a separate drive so I assume that nzbget is starting before the drive has mounted but I cannot work our how to make nzbget wait until the drive has mounted before starting or failing that make nzbget wait a few minutes extra before starting/restart after a few minutes to load the history.
I’m running Ubuntu 18.04 and the newest nzbget and the drive is mounted via SMB

History and program state data do not take much place. It's best to keep them on the main drive.
Then there is option RequiredDir which you can use to make nzbget wait for the external drive before starting downloading.
