Download Access/Permissions problem with MacOS 10.15?

SickChill -> NZBGet|Transmission -> NZBtoMedia -> SickChill

I've been trying to wrap my head around this since it just doesn't make sense

The thing is, SickChill works fine when a Torrent is used (downloaded by Transmission) Episode Renaming and moving to final destination, but SickChill Fails on both of these when the episode was downloaded by NZBget unless SickChill is run under sudo. So, Is this a permissions issue with NZBGet? Both NZBGet and Transmission requested and authorized to access the "Downloads" folder via SysPrefs->Security&Privacy, so I'm thinking this is not a SickChill issue, but NZBGet and the new Catalina Folder Access lockdown (I don't even know how to test for this new lockdown). Is there a way to confirm this? What do you guys think?

OK .. With SABnzbd, nzbToMedia and SickChill did not require sudo and had no problems with permissions. So there is a problem with NZBGet and MacOS 10.15
