I have a setup where I have two ISP that have two routers. My server has dual NICs. Is there a way to setup NZBGet to use both to download files? That way I could improve my throughput and amount of files downloaded at a time?

Two different newsservers (thus: different destination IP addresses), plus a routing table in your OS.
Not configurable on NZBget level.

How do I get NZBGet to download both files at the same time? If the two are on different news servers how do I force the download?

NZBget automatically downloads different articles at the same time from different newsservers (as long as they have the same prio). So, just setup your dual NIC + routing table per newsserver
